How Trump’s proposed peace deal is a loss for Ukraine

U.S. President Donald Trump’s recently leaked 28-point Ukraine peace proposal has raised alarm in Kyiv and among European allies, with critics warning it hands Moscow the upper hand. According to reports, the draft plan allegedly drafted between American envoy Steve Witkoff and Russian official Kirill Dmitriev, with little Ukrainian input, demands major concessions from Kyiv, report the BBC News.

How Trump’s proposed peace deal is a loss for Ukraine

According to Al Jazeera news, at its core, the plan would require Ukraine to reduce its armed forces to 600,000, constitutionally renounce future NATO membership, and freeze territorial lines along areas currently contested, including parts of the Donbas. In return, the proposal envisions a non-aggression pact, a U.S.-Russia “Peace Council” overseen by Trump, and a reconstruction fund using $100 billion in frozen Russian assets. It also offers to reintegrate Russia into the global economy, including a phased lifting of sanctions and an invitation to rejoin the G8.

Critics argue that this tilt strongly favours Moscow. In formalizing Russia’s control over Crimea, Luhansk, and Donetsk, and freezing the frontline in other regions, the deal could legitimize many of Russia’s core war aims.

President Volodymyr Zelensky delivered a cautious response, while his office confirmed Kyiv would engage in talks on the proposal, he stressed any peace must be “real and dignified” and safeguard Ukraine’s sovereignty, reports BBC News. In a nightly address, he said Ukraine would not issue “rash” statements but insist on “stable support” for its defence.

BBC News reports that the European reaction has been sharply critical. EU foreign policy chief Kaja Kallas warned that a lasting peace requires Europe and Ukraine, not just Washington and Moscow, at the negotiating table. Meanwhile, analysts in Brussels say the plan fails to demand meaningful concessions from Russia and risks rewarding Moscow’s aggression.

In short, many observers see Trump’s proposal not as a balanced settlement, but as a diplomatic victory for Russia, pressuring Ukraine into a deal that could weaken its defence, compromise its future, and undermine the very sovereignty it has fought to defend.
